Herbert was the son of Pinkney Hicks and Ann Mirah Van Winkle.

Herbert Hicks married Willie Pearl Roaseau 30 November 1919, White County, Arkansas, daughter of James Thomas Roaseau and Julia Emma Crenshaw. She was born 11 January 1900, White County, Arkansas, and died 09 January 1977, Jackson County, Arkansas.

i. Tom Hicks 1920-1989, married Erma Annie Shaw.

ii. Oneida Hicks 1924-1995, married Aubrey William Inman (he died in 1948, see newspaper article below). She married Ralph Stanley Chapman in 1950.
